The way that's always been useful for me to think about it is that housing explains what areas have high homelessness, but that individual factors like you're identifying determine who in those areas may become homeless.

I've seen economists complain about these requirements for years. Given their durable nature, requiring convertable spaces always made sense to me, but I've never seen someone dig into the feasibility of it.

This seems comprehensive. In the Denver case, supply restrictions doesn't seem like the issue. Still a little hard to square with a supply glut.
