Asked a qualified ref the same question - his best guess was that VAR told the ref it was actually inside the box, so he then had to decide if it was a pen or not - and it wasn't, so restart play with a drop ball.

He was decent when he wrote for WSC but he's gone down some terrible shit-filled rabbit hole in recent times.

I've walked to Dortmund, RB Leipzig, Leverkusen - not short walks from the city centre, but perfectly doable, no worse than Goodison or Old Trafford for example.

Also, not sure why you mention rugby when the article is about football? Euro 2016 was different in that there weren't 'away' fans that the police could differentiate and target, so their approach was untypical. It was still more confrontational than other tournaments I've been to though.

Every piece that was written after the Paris UCL final outlined the problems with how French police are trained to deal with football fans - both domestic and European (there have been multiple reports of away fans being treated poorly during Ligue 1 matches). The problem has not gone away.
