Actually Citizens United says that government can restrict speech in the case of the appearance of corruption (eg the APPEARANCE of possible quid pro quo) because that constitutes a compelling interest of the state. The logic of the court is that democracy is undermined when gov appears corrupt
Corruption requires explict quid pro quo. It is not corrupt to take an action that aligns with the interest of a person who gives you a gift, unless the official action was in direct response to that gift--a bribe. Terms matter. Accuracy and fairness matters. Regardless of what social media wants.

This is from the official House Foreign Affairs Committee—the same committee responsible for foreign aid, global HIV/AIDS policy, security assistance, and national security. This is how they choose to represent themselves.
