I have to ask the ultimate question. If the administration fails to report completely to Congress, does that mean the President is personally financially liable to reimburse the government for Time, Labor, Fuel, and Ammunition costs of this strike?

The War Powers Act of 1973 requires 48 hour notification of Congress and a subsequent mandate for the action. Otherwise, it could be reasonably suggested that the President misappropriated federal resources. Under current policy, public servants are personally responsible for such costs incurred.
