I'm reasonably certain that throwing a sandwich at ICE is protected speech. The risk of actual injury is negligible, so it's clearly a symbolic gesture, which establishes it as speech. The shouts of "Fascists" and "Shame" establish it as political speech which is the most protected class of speech.

I was initially outraged that the FDA recalled 64,800 pounds of butter for failing to declare that it contained milk. Then I realized it was actually some kind of margarine bullshit called "European Style Butter Blend" and now I'm like, "Fuck 'em."
