If you start a character without the DLC, play for a while, then go back to his house and install it, the message will not appear until you leave. It is impossible to see it inside his house. 2/2

You can pass a Medicine check to be allowed to keep medicinal chems (i.e. Stimpaks) which instead uses the list "NVLegionAllButMedsChemsList". These lists are counterintuitively named because at one point in development they were blacklists rather than whitelists. 2/3
