I feel like obsidian could do the job if you had templater/dataview/metabind. these give you a lot of control but you would have to develop a lot of workflow stuff yourself.
though if you find something else that works for you I'd be interested to hear about it

the honest way to do this would be to have one master control visible in preferences, and a one time dialog asking for opt in with the option of never being told about it again. it should be as easy as changing a download folder to surface this stuff, and shreds trust every time this happens
