Interested which inputs you’d question. Regardless, stepping back, the right question is how to improve CA resi rate design to accurately reflect system value (eg vs the $$$ fire fund patches that screw up outcomes) A broader approach & rate redesign is badly needed.

…CA utilities have massive adaption costs because they gave money to shareholders rather than do necessary system maintenance.

If someone reduces the amount of electricity they use - turning off lights, less hot water - is it fair to claim that everyone else is “subsidizing” them? Of course not.
The problem is CA electric rate design with billions of cost recovery for fire costs, not the current structure for solar...
