Being "smart" only indicates (maybe) a potentially higher capability to learn a skill. But they still have to learn the skill.

Right! Like, not all knowledges and education disciplines translate into other fields. Most typically don't unless there's clear linkages, and even then that's still more for that person to learn rather than them just being an expert.
