This is interesting because Chicago is basically exercising its home rule powers. The state didn't expressly exclude local betting taxes, and it spent a long time considering the state tax structure.

Local government employment appears to be approaching private employment asymptotically, which is fascinating. Every month, they get closer together but never quite get there.

General local govt is more or less humming along. Local education is in decline (and these are seasonally adjusted, so not normal summer job changes).

It appears that local govt employment growth has entirely stalled out—wholly driven by job losses in local education.

Total local government per capita (2022) by CBSA. Fragmentation is not a significant issue in large metropolitan areas. It's mostly a mid-sized to small metro issue.
