FDR used the New Deal to bake Jim Crow into urban and rural infrastructure; those redlining maps you see were New Deal projects, and rural electriification bypassing Black farms was too. We need to reinstate the five Military Districts and reestablish democratic governance in the former slave states

Capitalist calibration of misery is a longstanding horror; how little food can we give a slave before productivity dips too low to make the margin, how many bullets do we need to manufacture in order to kill enough people to quell an insurgency, &c. However what, other than economics, explains this?

Let's have a look at your graph, shall we? Homeownership was on a steady increase until Ronald Wilson Reagan Made America Great Again, when it started declining for some odd reason. It started rising again, only to go into significant decline starting in 2007 for reasons that remain a total mystery

USAID was formed in 1961; the Military Assistance Command Vietnam (MACV) was established the next year, to increase support to the South Vietnamese army we stood up in 1955. Given that MACV and its CIA friends went on to kill several million people I doubt they were greater humanitarians back then
