What people outside Chicago may not understand is that ICE isn’t just targeting the city. They’re pummeling the surrounding suburbs, sometimes even harder than the city itself (graphic below is from today). This isn’t Trump v. Chicago as a political unit. It’s a broad campaign of ethnic cleansing.

See 5 USC 301, which grants each dept head authority to set regs about conduct and work for its own employees. There’s no statutory basis OPM to oversee other agencies. It has to come from some inherent presidential power. It’s a constitutional question for the courts, not statutory.

There’s a through-line from the Trump directed birtherism against Barack Obama, the Eastman directed birtherism against Kamala Harris, and the executive order purporting to strip citizenship from thousands of children born inside the United States.

This goes farther than what the campaign rhetoric was focused on. It impacts any child unless one parent is a citizen or lawful permanent resident. It’s plainly unconstitutional and doesn’t even offer a rationale for why these groups of people are not subject to the jurisdiction of the US.
