Gambling elements in video games can be mitigated by adding a buyout option based around a guarantee-drop currency. Cost of the item is the reciprocal of its probability, e.g. a 1% drop rate = 100 units of said currency.

Stat rolls, affixes, etc., impact this cost based on their own probabilities.

Dem Senators are way more concerned about the "breaking the law" part than the "hurting people" part. Cave hard enough, eventually hurting people won't be breaking the law, which will be fine.
The full clip may be even worse. He explains that it “didn’t work” bc Trump took advantage of it to do a bunch of unlawful things. This is the same elite cowardice that has gotten us exactly nowhere. “Gosh, Trump is breaking the law and hurting people. Guess we’d better cave.”

I don't know what the Senate is going to do. But if they do in fact fold in exchange for nothing, they will be living up to past performance. To expect the Senate to carry out the will of the American people is to misunderstand why it was created in the first place.
