As I understood it, The Orange can establish outrageous tariffs, etc., because of a self-proclaimed emergency. If it actually were an emergency, a real leader would not be playing golf and whining about unfair coverage. Congress, let's recognize the sabotage, and proclaim the "emergency" over.
