The third recommendation is also complicated:
☑️Convene a donor conference to develop a new humanitarian response plan in a fully transparent way with input from local stakeholders that reflect groups who are in particular need of support.

The second recommendation is more complicated:
☑️Convene a second cessation of hostilities conference to negotiate the return of land stolen from displaced Tigrayans.

NOT a national dialogue. Everyone doesn't need to talk. This is about stolen land and illegal occupation.

RECOMMENDATIONS
I make three urgent recommendations in the report:
The first recommendation is simple.
☑️Keep food aid going to avoid starvation.

5⃣ The same is true for medicine. There were only two IDP hosting sites (out of 675) reporting that medicine was available and affordable to IDPs. Chronic conditions or even common ones can be lethal without medicine.

4⃣ When IDPs are sick, they cannot get help. Access to medical care is improving at a glacial pace in Tigray. It is still largely inaccessible due to scarcity of resources, medicine, and basic equipment and supplies.

3⃣ Malaria and diarrhea are the greatest health fears for displaced people in Tigray, as well as malnutrition, persistent cough, skin infection, and cholera. These concerns are exacerbated by the lack of medicine and medical care.

2⃣ Lack of food is still the greatest concern for displaced people in Tigray, but not the only one. This means that they still need food aid. This will continue until the political courage is found to restore Tigray to its prewar borders.

OVERVIEW
The most critical findings, in my analysis, follow:

1⃣ Formal humanitarian aid played a major role in the survival of displaced people in Tigray, probably for the first time since the invasion in 2020. Support from the host community was still more prevalent.

Long overdue progress toward justice for the people of #Tigray.

The people who are currently displaced in #Tigray are still trying to survive a genocide. They have been through unimaginable trauma and need to be allowed to return to their homes. They must not be ignored or deprioritized any longer.

The only real solution for the displacement crisis is for Tigray to be restored to its pre-war borders. Most of the people who are displaced come from areas of Tigray that remain under illegal occupation.

Furthermore, humanitarian assessments of Tigray must be designed to include displaced people. The SMART+ survey excluded 83% of displaced children, including every location on the table below, which accounts for most of the missing population.

The SMART+ Malnutrition Survey was conducted in June, but urban areas were ignored. The multi-sectoral needs assessment was conducted in August, but did not cover Mekelle or the Northwestern zone.

The most alarming finding. According to the IOM-DTM IDP hosting site assessments, the most vulnerable displaced population in Tigray dropped by 40% between Aug 2024 and Jan 2025, while the least vulnerable age group only declined by 5%.

I invite everyone to read the first of @HPN4Tigray’s “Displacement and Survival in Tigray” series, which will focus on the conditions of and facing people who are still displaced in Tigray more than two years after the Pretoria Agreement.

Hey everyone, my organization is holding a fundraiser to sustain our programs for genocide survivors in #Tigray. We are a volunteer-based organization that gets doctors and nutritional support to women and children.

Please help us reach our goal. 🙏
