New petrochemical facility plans in the Houston area show an alarming concentration of risk. All 22 proposed petrochemical facilities are planned for fenceline communities already exceeding state averages for poverty, race, social vulnerability and pollution.

The data reveals a stark economic reality for residents of Port Arthur. Despite hosting the nation's largest refinery, the city’s poverty rate is twice the state average (13.4%). Industry clustering has brought pollution, not prosperity for fenceline communities.

We need to understand the full scope of chemical safety issues in Texas. The state has 1,558 RMP facilities, the largest number in the U.S. Texas also has the largest number of chemical incidents, emergencies that disproportionately impact Latino communities.
