I think you’d need to do something more akin to the parliament act and the threat of creation in the UK—threaten to create so many states that the balance of power in the senate would be fundamentally upset indefinitely as the alternative to reform

Victory looks like making the GOP look bad, repeatedly, in a major media event. There are some arguments that goal is partially accomplished for now. The point is to keep doing this so the public is aware how crazy the GOP is going into the midterms
