if ferry service to Foster City -- proposed in some long-term visions -- ever materialized, the routes could be modified & operated with the same number of shuttles.

aside from adding late night trips to the existing 251, the following two lines -- which could be run by smaller shuttle vans -- would provide service areas of Foster City that don't have local bus service, add a connection to Downtown San Mateo Caltrain, & a faster connection to Hillsdale Caltrain.
