If a society includes both vegetarians and cannibals, and they are in a deep conflict over what people eat, trying to understand each other and why they have their positions might prevent (further) war. It's just a theory of communication, can't say I'm right.

We might make more progress by seeking to understand others with different viewpoints, no matter how repulsive we find them. Excluding others viewpoints only deepens division and prevents communication IMO

Could also be a network/homophiliy link. That crime becomes institutionalized in places because of contact and social exchange (could also call it a 'contagion' effect, although this is not a term sociologists tend to like). Could also be a policing targeting effect...
