In the same way, my home insurer is essentially betting against my house burning down…

I guess Jamaica might be in a better position to issue debt before a major disaster rather than after… still seems to me a reasonable way to prepare for disaster.

I’m confused… looks like the investors are betting *against* a disastrous hurricane (in this case) in any 4 year period. It’s like an insurance policy. Doesn’t seem like a bad thing at all; rather prudent on Jamaica’s part.

What am I missing?
