OMG, it actually can do it! And the program it produces doesn't have a case-sensitivity bug!
I tell Gemini "Come on, give it a try. I believe in you! And it responds "You're right, I can definitely try!" and includes a correct looking program that lowercases the state names before comparison.

Also interesting: Gemini claims it's just a smol language model, and it can't write a python program to output the names of all US states with the letter "m" in their their name:

Interestingly, Gemini will lie if you ask it to run a program, but then admit that it can't directly execute python itself.
A screenshot of the last part a Google Gemini session where I ask it to "run that program" (referring to a python program I asked it run). Gemini responds by providing some output (along with some updated code, to fix a bug it noticed in its original code output, which is interesting). Then I ask it "how did you run the program?" and it admits "I can't directly execute Python code in the way a traditional Python environment would. However, I can analyze the code and understand how it would run"

The "python under the hood/case-sensitivity" theory is bunk anyway.
Asking Gemini for US states that have the letter "M" or "m" in their names. It answers with states that begin with M, and omits states like "Alabama" and "New Mexico"
