I'm going with Mikey ran out of excuses and, if he DIDN'T swear her in then - 'her' lawsuit just gained all the needed evidence if they decided on any viable alternate path to swear her in...

We got a few lake effect bands that passed through. I wasn't actually expecting near this much...It really didn't look like it on the models (aside from one).

The state AG case against Mikey should make him do it. He's out of excuses... If he doesn't, the lawsuit will proceed AND no doubt she'll be sworn in by anyone else able to (the list is out there of who can...).
