I don't understand this point: is scaffolding mandatory in some places as a safety requirement?

In Australia I have seen plenty of rooftop solar installed but never requiring scaffolding

Agree - as taxpayers we have already paid for the records

Govt's & agencies seeking to impose FOI application fees & processing costs reflects a punitive mindset of seeking to deter requests for transparency

& those same agencies & govts will spend far far more on PR without blinking an eye #FOI
