Going by what you have said, the BOM is referring to today from 0900. The 230mm you have had overnight is yesterday's value. But that aside it is a forecast for a general area.

That last part never happens, it is generally amazing how quickly society goes to hell when there's no food, water electricity after a cyclone unfortunately.
