Less than two weeks after saying it would resume naturalization ceremonies in upstate NY, USCIS is once again cancelling them — this time claiming a lack of candidates. As with our previous reporting, the agency isn't answering questions. Maria Silva reports.

The agency said the move was due to a lack of candidates. It comes less than two weeks after ceremonies were canceled in at least seven other counties.
