can't speak to React, but Vue architecture is pretty batteries-included these days; the provided quickstart covers most things and is easy to modify if it doesn't

i would guess you're familiar with package management already, but if not, take a look at npm (node package manager), it's an essential utility for javascript projects. other things exist but broadly they don't make sense for solo projects

if you only need a static site, Netlify hosts for free!

you'll also likely want a front-end framework; React is the most popular, but I like Vue. vue hasn't got a single de-facto tutorial but its own documentation is pretty solid

you'll probably want a component library (pre-made bits like inputs or display tables); Vuetify for Vue, Bootstrap for React.

you'll probably wanna learn a good bit of css (or one of its extensions, like SASS or Tailwind)! the basics are pretty easy, and W3 schools has lots of solid writing on it.

spacing can be hard to grasp; i really like Flexbox Froggy and Josh Comeau's interactive tutorial for that
