Right, they are. But “bad actor” doesn’t mean “free target.” Even rogue vessels still fall under maritime law. Interdiction without proper legal backing risks escalation, crew endangerment, and diplomatic fallout. Like I said, build the case, get allies onboard, *then* act.

For sure bad actors but “board & demand” ignores legal realities: flag states, UNCLOS, admissible evidence & crew safety. You risk wrongful seizure & escalation. Document anomalies, build a multilateral case, use port inspections/blacklists — then interdict with warrants & coalition support.

‘Just take them’ is a fun slogan, but that’s not how maritime law works. You need jurisdiction, admissible evidence, a legal basis to board, and usually allied authorization. Otherwise you’re asking for a diplomatic crisis and a court case, and/or big angry Russian warships prowling near our coasts
