@jon Section 10.10 of "Overhead Line Electrification for Railways" (http://ocs4rail.com/downloads/) has some explanation and refers to "substantial exposed metalwork". My guess would be that benches aren't really substantial enough to qualify, but someone was particularly keen in this case.

@jon Equipotential bonding, to ensure that all the exposed metalwork is at the same potential even in the presence of induced currents etc from the traction supply. Generally all exposed metalwork near an electrified railway will be bonded like this, though not usually quite so obviously.
