The LL metagame from Philly would be a great starting point to form the initial tiers.

This version would still need bans for balancing. However, I think tiers would allow for a healthier metagame. LSS could keep bans within a certain tier. If Starvo is broken with Crown of Seeds, but Oldhim and Verdance are okay, they could only ban it at the top tier.

If your favorite hero is less powerful, a tiered system in LL means that they still have a shot, creating a more even playing field. On the other hand, there's still a chance for compelling narratives when the next Shoma Yamamura masterfully plays an Underused hero to topple The Old Guard. 5/5

I think a tier system would get people excited about the format again. If your favorite hero is Chane, no problem! In fact, play him in Ubers with Carrion Husk, Cull, and Succumb to Temptation into fully-powered Starvos with Crown of Seeds and 3 copies of Crippling Crush and Oaken Old. 4/5

Other fan favorites are coincidentally nerfed by bans targeting the top of the LL meta. Why play Levia without Carrion Husk? Oldhim feels like a shell of his former self with a single copy of Oaken Old. And while Bonds of Ancestry would help Katsu, Zen just plays it far too well. 3/5

LL was originally pitched as THE format to play your favorite heroes once they rotated out of Classic Constructed. However, there's no incentive for me to ever play Dash IE over Dash I/O, especially when Chane and Starvo exist. So many heroes are gatekept by these consistent overperformers. 2/5
