They're not urban, they're just not quite as rural as the other seats you can see. The real urban seats are too small to see. Any decent map of Canadian elections should have zoomed in sections like this one.

They had the 2019 UK Conservatives as far right, despite their most left wing manifesto in at least 50 years. I wouldn't treat them as gospel.
