My take is that we should hand Tom Cotton over to the Government of Venezuela for a trial.

Not only do we now have confirmation Hegseth has been lying from the jump, but it seems neither he nor his team understand that killing everyone on a target list *becomes* an illegal No Quarter Order if targets try to surrender or are neutralized.
