I'd say they're both important and required. Coming from a country with one of the least amounts of regulation in Europe (tobaccocontrolscale.org/results-2021/), I can tell you that peer pressure alone sadly isn't enough. Visiting neighbouring countries always feels like a relief, smoke-wise

A friend of ours found in Iran found these three as newborns in a box on the street corner and took them in. A mere ~9 months later, here they are, blissfully unaware of what's going on...

I always liked the way Oswald Wiener made this point in 1968: "... if Copernicus would have had a computer at his disposal with which to multiply and shift the by then conspicuous Ptolemaic circles, we would probably have a modern Ptolemaic worldview and would nonetheless be tackling spaceflight."
