The board members are all stockholders and they are betting that propping up the Elon myth will boost the stock and make them also much richer of other people’s money.

To be clear - it is most likely a payment in stock/shares. Which means Tesla shareholders jointly pay by dilution. But the shareholders voting to approve this also benefit if the stock rises. It's basically gambling on the Elon myth with other people's money at this point.
