Best way to utilize "Hugo, hatmaker" in The Royal Writ is to ensure it dies once before the final boss of Act 2. When the boss converts one of your cards into Misanthrope Councilmember, convert it into Hugo, hatmaker using Hugo's Head to get rid of the negative damage.
