U can fix though. Just tear it out or as knitters say ribbit (like a 🐸)as short as u need and then add the handles once you have the length u want and make the handles as long as u need. You did a great

That’s def weird. I’m a knitter. Have done a few crochet doilies. Have you checked your gauge? I remember knitting something years ago not checking gauge and using wrong yarn weight. The neck was too small and the body and sleeves way too long. Sometimes directions can be wrong too.
