Congress can abolish the Supreme Court by repealing the Judicial Act of 1789, which created the Supreme Court. Article 3 of the constitution only calls for a supreme (lower case) court. That role can optimally and democratically be fulfilled by the US Courts of Appeal. Problem solved.
