This "modern paint" is in Grimsby Dairy Lane, Toronto. From Street View it looks like it happened in two steps. Red paint was applied - likely to remove what the city calls graffiti vandalism. Under chapter 485 the city can force its removal. So people likely paint over it. Here it is in 2017.
