For a few years of my time in government, I was lawyering on issues related to the counter-ISIS campaign—including on the matter of targeting "revenue-generating" objects.

Many differences between targeting (alleged) drugs on these boats and ISIS petroleum—including it seems physical control.

Just follow orders.

That appears to be the operative rule the administration wants to establish.
