Took a bit, but I was able to set up Sonic Heroes on PC using the Perfect System Guide.
Hardest part was getting the Japanese voice clips during game-play to actually be all in JP, but it turns out the weird mishmash of EN and JP voice clips was just a conflict with another mod.
