Postdocs are not enrolled in a degree, they earn a salary. They are 'staff' too. The postdoc layoffs were not mentioned in this article.

Aus and China also run on fixed rates for indirect costs. I feel the US will need some sort of city-loading but a balanced fixed rate would suffice.

retrospectively without any leadin. People will lose jobs over this. Struggling departments will shut. A long term plan to reduce the indirect costs to a national, acceptable, standard would work. Being gungho will destroy academia in the US.
