You're looking at the wrong rule. The correct one is 6.01(g). When there's catcher's interference with a steal of home, an additional penalty of a balk is awarded.

I am somewhat surprised that Johan isn't his top comp. When you look at their park/era neutralized stats they are almost identical. I guess the similarity scores are only looking at their raw numbers and not adjusted.
