Target may be the wrong word.
If I wanted to tell if a school was doing a good job or not I'd need a fair percentage to compare to. Just averaging over all schools won't work. Building an expected average up based on pupil demographics can

Question here is what do they mean by AI?
Asking chat GPT would generate nonsense. A machine learning model that sets a reasonable school level attendance target based on pupil demographics could be helpful. It's already done for GCSEs.
