The problem is "just following orders" is enough for a lot of service members. I would like to point out that we are still blowing up random boats in international waters. The Coast Guard, at least, follows proper procedure. If a boat is suspected of drug smuggling, they board and inspect.

Halligan could have proceeded with the first indictment on the two counts, but making public that the grand jury voted "no true bill" on the third count would have been embarrassing. So she screwed things up. Since the second indictment is a separate document it would have to be voted on again.

I originally thought that Epstein doing estate planning just before his death indicated he was contemplating suicide, now I feel that he did it because he knew he was going to be offed. The guards "falling asleep", his cellmate being removed, and the cameras "malfunctioning" is just too convenient.

The weird thing is that the original indictment could have been signed off on and Halligan could have proceeded on the two "true bill" counts. It looks like she didn't want the embarrassment of having "no true bill" as to one of the charges in the indictment made public.

If I understand correctly, the jury threw out one count of the original indictment. Halligan had a new indictment drawn up leaving that count out, I don't know if anything else was altered. Regardless, the new indictment had to be presented to the whole grand jury to vote on again.
