* I have found the transcript of his actual delivered speech (as opposed to the prepared text) and the number is 21 ('fight' or 'fighting') not 23.

I read somewhere that he said the word 'fight' at least 23 times in that exact speech.
The BBC did not edit his words to change the context - it was a contraction to convey the tone of his rhetoric and they were fully justified in doing so.
