Which is correct. Nazi Germany attacked Russia too of course (after Stalin and Hitler divided Eastern Germany betweenst them in the Molotov Ribbentrop pact) but that's number 20.

While non "of those" attacked Russia. Everybody is aware of Hitler ignoring the Molotov Ribentrop pact and attacking Russia. Arguably, Russia was the agressor there too (if you know the pact). For the rest, Russia is the undisputed agressor.

Yes, Nazi Germany attacked in 1941, thereby breaking the Molotov-Ribbentrop pact between Hitler and Stalin to attack and divide Eastern Europe between them and leave it at that, but that's the special case.

In all the other 19 cases Russia was the aggressor and these countries didn't attack Russia.
