Here's the 1967 FBI "Rabble Rouser Index (subversive control)" entry on Stokely Carmichael, Hulon Mitchell Jr. and an unnamed third party. Recent reports of agents knocking on demonstrator's doors just "asking some questions" leads me to assume some form of Rabble Rouser Index is back in action.
