Johnson is a weak, snivelling, self-serving hypocrite who got himself into a political jam of his own making. We had an an amendment to remove this provision in rules that his leadership blocked. Now that it's a political problem he's saying he wants to do what he didn't when he could.

“Complies with Laws of War” is a key caveat. These are illegal acts and the orders to do things against international and US law do not, a priori, comply with the Laws of War

To give him a tiny bit of credit, he does seem to acknowledge that this is bad legislation / legislative action with"I don't think you should do it retroactively ..." However, that Members of Congress should profit from being subjects of totally legitimate investigations seems okay to him.

Stunning here: for once, when it comes to blatantly corrupt self-serving Republicans, Speaker Johnson isn't feigning ignorance, acknowledges (it seems) that this is bad even as suggesting this is about perception not substance ('bad optics').

The horrible months, so far, of Trump's occupation of the Oval Office in 2025 have already damaged the international reputation of America for decades to come.

Trump 1.0 viewed, at least some, as potential "aberration" to move past. Trump 2.0 cements understanding that it could happen again ...
