Excellent point (and the original thread by Paul was excellent too). The key issue is excessive centralization -- everything else is right but well understood (state promised more than it could deliver, because democracy).

Marc: In the regression equation for y, isn't phi =0 by assumption 2? (Assum 2 says Y(m, x)is such that Y(m, 1) = Y (m, 0).
