I’ve always wondered if this is a Frederick Schock design but have never been able to establish it.
The story I was told was that the city paid contractors by the pound during the fight against Dutch Elm disease. That one of these contractors was driving by Logan Blvd on the Kennedy, looked over and thought, “jackpot.”
