Derde effect: kandidaten werken harder aan hervormingen want ze hebben dan een perspectief om verder te komen. Dat neemt niet weg dat als ze de rechtstaat, democratie en andere aspecten van de 'fundamentals' cluster van hoofdstukken niet respectieren, is er toch geen vooruitgang. #EUCO #Copenhagen
